Islamabad, Lahore or Karachi: Where to Buy in Pakistan

Most people buying a home in Pakistan — especially overseas Pakistanis buying back home — end up choosing between three very different cities: Islamabad, the planned capital; Lahore, Punjab's cultural and commercial heart; and Karachi, the country's biggest city and business hub. Pakistan's 2023 digital census counted 241.49 million people nationwide, and these three urban markets absorb a large share of housing demand.

This spotlight compares what each city offers a buyer, what is common to all three (the federal tax regime and FBR valuation tables), and where the practical differences lie — planning authorities, provincial costs and the types of stock you will actually find.

Islamabad: the planned capital

Islamabad is unusual in South Asia: a master-planned city laid out in lettered-and-numbered sectors under the Capital Development Authority (CDA), set against the Margalla Hills. The buyer profile skews towards civil servants, diplomats, professionals and returning overseas Pakistanis who value the city's order, security and greenery.

Stock ranges from CDA-sector plots and houses to apartments and gated schemes towards the airport and along the motorway. Islamabad sits in its own federal territory (ICT), so transfer levies here are set federally rather than by a province, and the twin city of Rawalpindi next door — covered by its own FBR valuation table — offers similar commuting access at generally lower entry prices.

  • Master-planned sectors regulated by the CDA; strict zoning by Pakistani standards
  • Islamabad Capital Territory has its own levy regime, separate from the provinces
  • Consider Rawalpindi across the boundary for lower entry points with capital access

Lahore: Punjab's cultural and commercial heart

Lahore is Pakistan's second city and the capital of Punjab, the province where the largest share of overseas Pakistanis have family roots — which keeps diaspora demand strong. It combines a historic core with vast modern suburbs, and development is overseen by the Lahore Development Authority alongside large private and military-run schemes such as DHA Lahore.

The market's depth is its advantage: everything from old-city houses to society plots, builder floors and branded high-rise apartments. The flip side is that scheme quality varies widely, so verifying that a society is approved by the relevant authority — and that the specific plot has clear title — matters more than in the regulated capital.

  • Deep, liquid market with strong diaspora demand from Punjab-origin families abroad
  • LDA oversight plus large private and DHA schemes; approval status varies by scheme
  • Punjab's provincial stamp duty and registration rates apply — confirm current rates locally

Karachi: the commercial capital by the sea

Karachi is Pakistan's largest city and its port and business capital, home to the country's stock exchange, corporate head offices and the State Bank. For buyers, that translates into the country's biggest rental base and the widest range of apartments — a form of stock far more established here than in Lahore or Islamabad.

Seafront and central districts such as Clifton and the DHA phases dominate the premium end, while a broad middle market runs through schemes across the city. Karachi is in Sindh, so Sindh's provincial transfer costs apply, and buyers should be especially careful with title checks and builder track records given the city's scale and the volume of under-construction projects.

  • Largest city, biggest employment base and the most developed apartment market
  • Premium demand concentrates in Clifton and DHA phases near the sea
  • Sindh provincial levies apply; title and builder due diligence is essential

What is the same wherever you buy

The federal tax framework does not change between the three cities. The FBR publishes valuation tables for more than 60 cities — Islamabad, Lahore and Karachi included — and federal advance taxes are calculated on those fair market values. Under the Finance Act 2026, from 1 July 2026 buyers pay a flat 1.25% advance tax on fair market value and sellers 2.75% of consideration, in every city.

What differs is the provincial and local layer: stamp duty, registration and society or authority transfer fees are set by Punjab, Sindh or the federal capital respectively, and by individual schemes. Those differences are real but rarely the deciding factor; proximity to family, work and the kind of stock you want usually matter more.

  • Same federal advance taxes nationwide: 1.25% buyer, 2.75% seller from 1 July 2026
  • FBR valuation tables set the taxable value in all three cities
  • Provincial stamp duty, registration and society fees are the local variables

Financing and buying from abroad

Pakistan remains a largely cash market, but financing conditions have eased from their 2023 peak: the State Bank of Pakistan's policy rate stood at 11.5% following the June 2026 monetary policy round, and bank mortgage pricing follows it. For overseas Pakistanis, the Roshan Digital Account is the purpose-built channel — opened remotely with a NICOP or POC, usable for property purchase through the Roshan Apna Ghar scheme, and designed so funds can be repatriated through banking channels later.

Whichever city you choose, the sequence is the same: shortlist areas, verify the scheme's approval and the seller's title through a lawyer, and route every rupee through banking channels. Habio's Pakistan listings and area guides can help with the shortlisting stage across all three cities.

  • SBP policy rate: 11.5% as of the June 2026 decision — mortgage pricing tracks it
  • Roshan Digital Account and Roshan Apna Ghar are the standard overseas route
  • Same golden rules in every city: approved scheme, clear title, banking channels

Frequently asked questions

Which city is best for buying property in Pakistan?

It depends on your aim. Islamabad offers planned development and regulation under the CDA; Lahore offers the deepest market and strong diaspora ties to Punjab; Karachi offers the largest rental base and the most established apartment market. Taxes at federal level are identical in all three.

Are property taxes different in Islamabad, Lahore and Karachi?

Federal advance taxes are the same nationwide — from 1 July 2026, 1.25% for buyers and 2.75% for sellers on FBR fair market values. Provincial stamp duty, registration and society transfer fees differ between the Islamabad Capital Territory, Punjab and Sindh.

Can overseas Pakistanis buy in all three cities?

Yes. There is no city-specific restriction. Overseas Pakistanis typically buy using a NICOP, fund the purchase through a Roshan Digital Account, and can use the Roshan Apna Ghar scheme for purchase or bank financing in any of the three cities.

Is it safer to buy a plot or a built property in Pakistan?

Built or possession-ready property is generally lower-risk than early-stage plot files, particularly if you are abroad and cannot monitor a scheme's progress. In every case verify the scheme's approval with the relevant authority (CDA, LDA or the Sindh authorities) and the seller's title through a lawyer.

What determines the taxable value of a property in these cities?

The FBR's valuation tables, which assign fair market values by locality and property type in each city. Federal advance taxes on purchase and sale are computed on these values, which are revised periodically on fbr.gov.pk.
